Alba M. Alemán
President


Ms. Alemán is the President and Co-Founder of Citizant, a business and technology solutions provider specializing in the Federal and State government market. Ms. Alemán brings significant professional capabilities and credibility to this woman-owned, SBA-certified, 8(a) business. Her vision and extensive management skills, combined with a rare combination of enthusiasm and persistence, distinguishes Citizant from other competitors in this market space. She serves on the Board of Directors for the Latin American Management Association, a national organization focused on increasing the strength of minority-owned businesses in the federal procurement arena. Ms. Alemán is actively involved in the business community and has been proactive for many years regarding minority and women-owned business issues. Her technical background includes over fourteen years in structured systems development, advanced Information Technology training, enterprise architecture solutions and model-based development methods and tools.

Raymond Roberts
Chief Executive Officer


Mr. Roberts began his career in the Information Technology industry during the mid-1980s and has held a variety of senior management positions. He has been a founder, owner, and senior officer of four IT firms since the early 90’s. As Citizant’s Chief Executive Officer, and co-founder, Mr. Roberts's primary objective is to develop and foster the external relationships that generate corporate awareness in the marketplace. In addition, he provides vision, direction, and structure. As the senior counsel to Citizant’s President, Mr. Roberts leverages his significant entrepreneurial, financial, sales, management, and business experience to provide sound advice to ensure the company's ongoing success.

Bill Breighner
President, Government & Defense Solutions Division


Mr. Breighner, former president of a major support services firm, brings more than 40 years of experience to Citizant in managing, directing and building business in the government marketplace, serving such diverse customers as the U.S. Department of Transportation; U.S. Treasury Department; U.S. Air Force OSI; U.S. Navy Surface Warfare Center, Dahlgren; U.S. Navy Air Warfare Center, Patuxent River; U.S. Navy SPAWAR, Charleston; U.S. Army Corps of Engineers; and Defense Intelligence Agency. Under his leadership, his previous firm's revenues grew from $850,000 in 1999 to $74,000,000 in 2005, resulting in the company's selection as one of the Washington Metropolitan Area's Top 25 8(a) companies in 2003, 2004, and 2005. Since the mid-1980s, he has served as a corporate officer for a number of small and disadvantaged firms.

Richard Blom, PMP
Senior Vice President, Senior Vice President, Knowledge Management


Mr. Blom is a seasoned business and technical manager with over 20 years experience in program management, business development, and P&L management. He has extensive experience in new program start-ups and organizational growth with several large federal IT systems integrators. Mr. Blom possesses strong business, programmatic, technical and process-oriented skills. As Senior Vice President at Citizant, Mr. Blom is responsible for developmental and major programs. He also provides strategic planning and process-oriented development expertise to the corporation.

Greg Gorgone, CPA
Senior Vice President


Mr. Gorgone is a seasoned business and financial manager with more than 20 years experience in accounting, finance, corporate tax, government accounting, and systems design and implementation. Mr. Gorgone possesses strong analytical, business and negotiation skills. As a Senior Vice President at Citizant, Mr. Gorgone is responsible for all accounting, finance, contract, IT infrastructure and facility functions at Cairo, in addition to providing guidance for corporate HR activities. He is an active participant in the strategic planning for the company, and is charged with the responsibility of planning the infrastructure to support the strategic plan.

Bruce Milligan
Vice President, Marketing


Mr. Milligan recently served as senior director of communications for AOL’s corporate services groups, including HR, Legal and Finance. He also oversaw internal communications programs for the company’s brand strategy and compliance programs. Milligan first joined AOL after serving as director of corporate communications for Redgate Communications, the pioneering interactive marketing company owned by Ted Leonsis, which was acquired by AOL in 1994. He also served in executive marketing positions for Internet startup companies in Research Triangle Park, N.C., and has consulted on interactive marketing and communications solutions with dozens of business-to-business technology companies of all sizes.
